How to fix a motherboard short?

Yesterday my computer started to act up. No beeps at start up and doesnt make it to POST. Not sure what happened but none of my devices seem to be causing the problem and I Checked the power supply and that was just fine. I assume it's either the mobo or CPU but my bet is mobo and shorted out because it doesn't beep at start up. Can it be salvaged?
