Motorcycle salvage certificate?

ok i live in louisiana and i purchased a motorcycle with a salvage certificate..not sure if that's also a salvage title..? but anyways the bike isn't stolen and the problem i have is that the last two owners never got it titled into there name, and how would i go about getting a title for this bike from them? please no dumb answers, if i needed one id ask my wife.....
