What are his rights? ?

My bf recently purchased a salvaged Nissan Altima off eBay the description states that the car doesn't have any issues except for the body damage, but when he received the vehicle the car only goes 20 mph and thats with him flooring it. He did sign the "as-is" paper work. He just found out that he can not register the vehicle in the state of Florida, and that the vehicle was not suppose to be sold(outside of parts) in the state of New York. What can he do? Is there any legal actions or something that protects him?
